Renewal process
- Check the licence expiry date on the certificate and in the FLRS portal
- Apply 30+ days ahead on the FLRS portal with the same category and turnover disclosures
- Pay the renewal fee for the term you select (the fee equals the new-application fee for the period)
- Attach updated ownership, company and FSSAI plan documents where the inspector asks
- Get the renewed certificate before the old one lapses - the gap counts as unlicensed operation
Annual return (Form D-1)
- Due by 31 May for the FY that ended 31 March
- Covers: procurement/sales volumes, manufacturer names, product category declarations
- Filing status matters for renewal - a pending return shows in the FBO dashboard
- Permitted format: online FLRS filing, PDF attachment
- No return is due for basic registrations (except where notified)
Consequences and cost of delay
- Renewal after expiry: 100% additional fee + late fee on top
- Operating expired: products face seizure at market, notices under Section 31/63
- Late annual return: late fee per schedule + inspection flags
- Manufacturers/central licence holders face stronger due diligence queries at export and retail listing
What you should do
- Mark the certificate's expiry date and the last-30-days window in your calendar
- Start the renewal 45 days before expiry to absorb document queries
- File the D-1 annual return before 31 May every year
- Keep the GSTIN activity and FSSAI turnover disclosures aligned
- Screenshot every fee challan - audits reconcile them
